- Expression of Interest are invited for Egypt: Fiscal Commitments and Contingent Liabilities (FCCL) Management Framework & PPP Capacity Building. SCOPE OF WORK The envisaged assignment will include but not be limited to the following tasks: Component A: FCCL Framework Development a.Review and stock-take of prevailing practices with respect to accounting for and managing FCCL arising out of infrastructure and PPP projects b.Based on the findings of the above, design a robust FCCL framework c.Strengthen the FCCL capacity of the Ministry of Finance and PPP Central Unit and line ministries/implementing agencies Component B: Capacity-building: a.Identify constraints for PPP implementation at sector level/for implementing agencies and recommend on how these may be addressed b.Develop targeted training curriculum & topical workshops for both the PPP Central Unit and line ministries/implementing agencies at both advanced and basic level of PPP expertise See 'indicative' ToR for more details.
