Expression of Interest are invited for External Auditor. Arab Republic of Egypt Ministry of Water Resources and Irrigation African Development Bank (AFDB) Egyptian Public Authority for Drainage Projects (EPADP) Project ID: P-EG-ACC-025 -Grant No: 5500155010302 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES- FIRM SELECTION) Assignment Title: EXTERNAL AUDITOR REF: EG-EPADP-CS-LCS- 001 The Arab Republic of Egypt has received funds (Grant) from the African Development Bank toward the cost of the National Draining Technical Assistance and intends to apply part of the agreed amount for this grant to payments under the contract for hiring an Auditing Firm for the Independent External Audit of the Financial Statements of the Loan and the grant. The services included under this project are the “External Auditor”. The consultant firm will be selected in accordance with the Least Cost Selection (LCS). The services will cover the audit of the financial statements for the financial year ended 31 December 2020, the financial year ended 31 December 2021, and financial year ended 31 December 2022. The Egyptian Public Authority for Drainage Projects now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. The shortlisting criteria are: • The auditor frim/company should be registered and have a license from a national or regional professional Accountancy Body. • proven experience of 15 years in auditing, accounting, financial analysis • The firm/company should have at least 10 years- experience auditing of development project/programs, especially donor-funded operations and provide completion certificates for previous assignments. • Availability of qualified staffs as stated in the Term of reference among firm team The objective of the independent external audit of the Program financial statements is to obtain reasonable assurance as to whether the Program financial statements (PFS) as a whole are free from material misstatement, whether due to fraud or error, thereby enabling the auditor to express an opinion on whether the PFS are prepared in all material respects, in accordance with the applicable financial reporting framework; and to report on the financial statements and communicate as required by the ISAs in accordance with the auditor-s findings. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank-s Procurement Framework, dated October 2015, which is available on the Bank-s website at http://www.afdb.org.
