Tenders are invited for Egypt Water Desalination Program: Modelling of Blended Finance Structures The Financial Advisor will support the Sovereign Fund of Egypt in the design and execution of a programmatic approach for blended finance for the water desalination program; focusing on financial structures that combine concessional resources; credit enhancement instruments; and standardized debt instruments to attract long-term private sector investors and financiers. Such Programmatic Approach will be based on: * Actionable blended finance structures and financial instruments to be implemented by the Government of Egypt (GOE).? This will draw on work already undertaken in the water and other infrastructure sectors on blended finance structure across different countries and would include a scenario analysis of their impact on their financial cost; risks and impact on the water tariff and public spending. The solutions would include inputs from the relevant public and private stakeholders; after a series of workshops and consensus building activities. * A risk assessment report evaluating potential risks in the implementation of the blended finance structures and proposing mitigation measures.?
