The Egyptian Environmental Affairs Agency (EEAA) has given CTS Company a 21-month contract to operate and maintain the Exhaust Analysis System as part of the Greater Cairo Air Pollution Management and Climate Change Project, continuing the movement towards cleaner air and sustainable urban development. On October 26, 2025, the contract, which is estimated to be worth EGP 8.5 million (EUR 133,100), was awarded through Direct Selection. On October 30, 2025, it was formally published.

Overview of the Project
The World Bank-funded Greater Cairo Air Pollution Management and Climate Change Project (P172548) is a flagship project aimed at addressing the capital's persistent air quality issues and advancing Egypt's goals for climate resilience (IBRD-91660). Enhancing the overall environmental governance framework, controlling emissions from major urban sources, and fortifying air monitoring systems are the program's main objectives.

The contract's parameters
An essential part of the country's air quality monitoring infrastructure, Egypt's Exhaust Analysis System, will be operated and maintained by CTS Company under contract reference EG-EEAA-490355-NC-DIR. The system is essential to:

  • examining vehicle emissions to make sure that national and international environmental regulations are being followed;

  • improving the accuracy and dependability of data on air pollution;

  • encouraging legislative and enforcement initiatives aimed at lowering Greater Cairo's greenhouse gas and particulate emissions;

  • supporting data-driven initiatives to reduce transportation-related emissions and manage air quality.

The 21-month contract is set up to guarantee steady system performance and the development of local environmental monitoring teams' capacity.

Selected Contractor
The winning bidder, CTS Company, is an environmental technology company based in Cairo, with its address being 9 El Mokhaim Eldaa'em Street, 6th District, Nasr City. As per the beneficial ownership disclosure, Mr. Amr El-Soueni is the company's leader and possesses over 25% of the voting rights. CTS is a perfect fit for the operational and technical needs of this project because of its expertise in data management for air quality networks, calibration services, and technical maintenance of environmental monitoring systems.

Method of Procurement and Openness
The Direct Selection method, a procurement strategy used when specialised knowledge, proprietary technology, or immediate implementation are needed, was used to award the contract. For technically challenging environmental monitoring projects, the choice ensures efficiency and compliance by conforming to World Bank procurement guidelines.

Strategic Significance
The Exhaust Analysis System's operation is a component of Egypt's larger national strategy to reduce urban air pollution, specifically from vehicle emissions, which are the main source of particulate matter (PM2.5) in Greater Cairo. Egypt's Vision 2030 and National Climate Change Strategy 2050 are directly supported by the project, which reaffirms the government's dedication to public health, sustainable transportation, and environmental preservation.

When the upgraded system is completely functional, it should:

  • improve enforcement capabilities and emission data accuracy;

  • Encourage the creation of pollution control policies based on evidence;

  • assist in lowering CO2 and particulate emissions;

  • Enhance the health and air quality of the nearly 20 million people who live in Greater Cairo.

Final Thoughts
This contract's award represents yet another significant step forward for Egypt's environmental modernisation initiatives. The EEAA is reaffirming its dedication to cleaner air, technological modernisation, and climate resilience by giving CTS Company management of the Exhaust Analysis System. In addition to enhancing Egypt's ability to monitor the environment, this project acts as a prototype for incorporating technology-driven strategies into sustainable urban governance.
